Recall/Reinstatement from a Reduction-in-Force (RIF)

An employee who is dismissed because of a RIF, requests placement in an alternate position in accordance with the County RIF policy, and is re-employed within one year or an employee who is called back to a position in the designated area of the RIF with the same job title and duties as the one from which he was laid off within one year from the effective date of the RIF is considered recalled/reinstated from a RIF.  An employee who has been recalled/reinstated from a RIF within one (1) year of the effective date of layoff will have sick leave and County service time restored and will be required to serve a new one-year probationary period. For employees who have been recalled/reinstated from a RIF, County service time will be restored for purposes of determining annual leave eligibility, longevity eligibility and retiree health eligibility, in accordance with the appropriate County policy.  For more information, see Sections 902, “Recall from a RIF” and “Reinstatement from a RIF,” and 302, Salary Upon Appointment of New Employees, for salary information.

An employee who returns to the County after one (1) year will be considered a rehire, will receive no credit for prior service time, and will not have sick leave balances restored.  A rehired employee will be required to serve a new probationary period.  See Section 302, Salary Upon Appointment of New Employees, for information regarding salary for rehires.
