610 Authority Regarding Departmental Work Rules

The County Manager as the chief executive officer of the County has the ultimate authority for administration of the County's human resources program.  The Human Resources Director, with the approval of the County Manager, develops and promulgates policies and procedures to implement the provisions of the Wake County Personnel Ordinance.  However, because of the variety of services performed by County departments and agencies some variations in procedures and operating rules are necessary to ensure efficient delivery of services.  To accommodate the needs of individual departments, department heads may adopt work rules and procedures in accordance with the policies and rules of the County's personnel ordinance and this manual.  However, when department rules conflict with the rules of this manual, they will control only when approved in writing by the County Manager and filed with the Human Resources Director.
