302 Salary Upon Appointment of New Employees

Salary Rate

A new employee who meets the minimum qualifications for the class shall normally be paid the minimum rate of pay for the band.

 

Department heads have the discretion to make salary offers up to and including the market rate (midpoint).  Appointments above the minimum for the band may be considered when: 

 

a tight labor market exists and major sources of recruitment such as local offices of the Employment Security Commission, colleges and schools and newspaper advertising have been exhausted.
the applicant possesses exceptional qualifications, experience and training above the minimum requirement of the position.
salary inequities would not be created.  This should be considered very carefully in order to avoid present or future inequities.

 

Department heads requesting appointments at rates above the hiring rates (midpoint) shall submit a written statement of justification for such rates and must obtain approval by the County Manager or his designee, as appropriate, prior to making a salary commitment to any applicant. The salary of an employee generally should not exceed the maximum of his respective salary band.

 

Reinstated Veterans will be paid in accordance with the Veterans’ Readjustment Assistance Act.

 

Salary Rates for Trainees

A trainee shall be paid below the minimum of the pay band for the assigned class.  During the trainee period, the employee’s salary shall be at least 5% below the minimum for each year of service required to meet the minimum requirements for the class.  An employee will remain in probationary status for the duration of the trainee progression. 

 

When a trainee hired below the minimum attains the full qualifications for the class, the trainee’s salary shall be adjusted to the minimum for the band effective the beginning of the pay period following attainment of the necessary qualifications.  If the trainee period is less than one year, the employee shall remain in probationary status until he has completed twelve months of employment.

 

Rates for Temporary Employees

Temporary employees who meet the minimum qualifications for the class shall be paid at least the minimum rate of pay for the band.  Temporary employees shall be paid hourly rates.
