Purpose

To establish a standard for the authorization and disbursement of County funds and to assist in maintaining better accountability and control of all expenditures. The County has a unique and serious fiduciary responsibility to the taxpayers for the responsible expenditure of public funds. As a result of this legal responsibility, all County expenditures should be reviewed closely by staff to ensure they are both reasonable and necessary.
